Adoption and implementation of the operational guidelines on the management of locally stranded individuals issues by the National Task Force Against Covid-19 under NTF Order 2020-02.
Salient Points:
1. Certificate of Acceptance by receiving LGU is NO LONGER REQUIRED.
Note: Even though it's announced by the Nueva Vizcaya Provincial Government it is still better to coordinate first with your own municipality if you need to get a Certificate of Acceptance or not to avoid inconveniences.
2. Pre-Departure:
2.1. Kailangang pumunta sa barangay kung saan ka kasalukuyang stranded. Ang nasabing barangay ang inaatasang gumawa ng listahan ng mga stranded sa inyong lugar at ipapadala nila ito sa Regional Task Force for coordination at para narin sa pag-secure ng required Travel Authority mula sa Joint Task Force Covid Shield ng Philippine National Police.
2.2. Ang LGU of origin o ang lugar kung saan kayo kasalukyang stranded ay kailangang siguruhing kayo ay dumaan sa quarantine bago kayo payagang umalis at hindi kayo contact, suspect, probable o isang confirmed covid-19 case.
2.3. Ang LGU of origin o lugar kung saan kayo ngayon ang magpa-facilitate ng mga sumusunod na requirements: Medical Clearance Certification na kayo ay hindi contact, suspect, probable o isang confirmed covid-19 case at nakumpleto ninyo ang 14-day quarantine base sa standards ng DOH.
2.4. Ang mga kailangang mag-undergo ng Real-Time Reverse Transcription–Polymerase Chain Test (RT-PCR TEST) ng dalawang ulit ay yung mga dating CONFIRMED COVID-19 CASE lamang.
2.5. Para sa Travel Authority, ang inatasang magbigay nito ay ang Philippine National Police. Kung ang byahe ay barangay to barangay within the same municipality, ang Chief of Police mula sa place of origin ang mag-iissue. Kung ang byahe ay city/municipality to another city/municipality within the same provice, ang Provincial Director mula sa place of origin ang mag-iissue at kung province to province or region to region naman, ang Regional Director mula sa place of origin ang magbibigay ng pahintulot makabyahe.
2.6. Bago makakuha ng travel authority ay hinihingi ang mga sumusunod na requirements: (i) Medical Clearance Certificate, (ii) List of LSIs, (iii) Point of origin and destination, (iv) Travel date at (v) Pangalan ng driver at plate number ng sasakyan na gagamitin.

PARA SA MGA GAGAMIT NG SARILING SASAKYAN, KAILANGAN PARING I-SECURE ANG MGA REQUIREMENTS NA NABANGGIT SA ITAAS. HINDI NA KAILANGAN MAKISABAY SA CONVOY NG PLGU AT MAARI NANG BYUMAHE AGAD KAPAG KUMPLETO NA ANG REQUIREMENTS NG NATIONAL GOVERNMENT.
Note: Pag wala kayong sariling sasakyan at ayaw mong makisabay sa convoy ng PLGU puwedi ka ring mag book ng sasakyan dito: D'Transport Service. Bumibiyahe sila ng Nueva Ecija, Nueva Vizcaya, Bulacan, Tarlac, Pangasinan, La Union, Isabela, La Union, Manila, Etc. Dito kami nag book ng sasakyan last month noong umuwi kami probinsya. Pagdating sa uuwiang LGU, kailangang mag-report sa inyong Rural Health Unit at DISCRETION na ng Local Chief Executive ng inyong munisipyo kung ikaw ay subjected to 14-day facility quarantine.
